Delhi is preparing for a major shift in commercial vehicles, with the Commission for Air Quality Management (CAQM) approving phased restrictions on new registrations of petrol, diesel and CNG light goods vehicles.
From January 1, 2027, only electric N1 light goods vehicles will be allowed to be newly registered in Delhi. N1 vehicles are goods carriers with a gross vehicle weight of up to 3,500 kg.The restriction will then expand to high-vehicle-density NCR districts, including Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar, from July 1, 2027.

The move is aimed at reducing vehicular pollution and accelerating the shift towards electric commercial transport. CAQM said light goods vehicles make up only about 1.2% of the active vehicle fleet, but account for approximately 3.3% of particulate emissions from the fleet.
The decision also marks a significant change for CNG vehicles. While CNG produces lower primary particulate emissions than diesel, CAQM said it still contributes nitrogen oxide emissions, which can contribute to the formation of secondary PM2.5.

This isn't simply another EV incentive. It changes the future choice available to commercial operators buying new light goods vehicles in Delhi. Delivery companies, logistics operators, small businesses and fleet owners that regularly purchase N1 vehicles will increasingly have to consider electric models as their replacement and expansion option. For Delhi-NCR, the bigger objective is reducing particulate pollution from commercial transport while pushing the region towards cleaner mobility.
The first phase targets N1 light goods vehicles.
In Delhi, from January 1, 2027:

- New diesel N1 LGVs: Not allowed
- New CNG N1 LGVs: Not allowed
- New electric N1 LGVs: Allowed
The restrictions will subsequently extend across the NCR in phases.
