The summit is being held under Croatia's three priorities for its MED9 presidency: a safer, more sustainable and more resilient Mediterranean.
The meeting also comes ahead of the October European Council. Croatian officials have said MED9 leaders will seek to coordinate views on issues including the EU's long-term budget, enlargement, competitiveness, defence and the situation in Ukraine.
