Editorial Analysis
Why This Matters
Time-bound complaint handling: The seven-working-day enquiry timeline and 15-day resolution period establish defined expectations for authorities handling grievances. Access for rural citizens: Complaints can be submitted in person, by Speed Post, through a designated digital platform or through telephone channels provided by State Governments. Greater administrative accountability: Designated officers at Gram Panchayat, Block and District levels will be responsible for handling complaints. Digital transparency: Registration numbers, acknowledgements and electronic tracking are intended to make complaint status and action taken easier to monitor. Escalation and appeals: Unresolved grievances can move to a higher authority, while the rules also provide an appeal mechanism against orders passed under the system.
A significant provision concerns the registration of complaints received offline. Grievances submitted in physical form at the Gram Panchayat, Block or District level must be entered into the designated digital platform on the day of receipt or, where that is not feasible, no later than the next working day.
The rules also provide that a complaint should not be refused registration merely because of its format, language, method of submission or a procedural deficiency. Once registered, the complainant should receive an acknowledgement containing the registration number, date of receipt and details of the receiving authority.
Digital tracking will cover the complaint from registration to final disposal. The platform is intended to record enquiry proceedings, findings and action taken, while enabling complainants and authorities to follow the status of unresolved matters.
If a grievance remains unresolved within 15 days, it must be escalated through the digital mechanism to the next higher level under the system established by the respective State Government. The escalated complaint will continue to be monitored electronically until it is disposed of.
The rules also provide an appeal mechanism against orders passed under the grievance redressal system. Appeals will be handled in accordance with the relevant provisions of Schedule I of the VB-G RAM G Act, 2025.
The new notification is intended to strengthen administrative accountability in the implementation of the rural employment scheme. Its effectiveness will depend on how quickly State Governments establish the required officers, institutional arrangements and digital systems at the grassroots level.
